In Wisconsin, each governing municipality has the responsibility of writing an ordinance authorizing the use of their roads for ATVs. This responsibility extends to all layers of government- town, county and state.
Given the number of authors writing this legislation, there is little consistency in the ordinances passed. You the rider, have the responsibility to know and follow these various regulations.

Within Adams County, all TOWN roads, unless posted, are open except for the Town of Springville.
Town roads are named like: Eagle Ave, 9th Dr, Fish Lane, etc.
County highways have alphabetic characters like: Z, M, B, N, etc.
State highways have numeric characters like: 13, 21, 82, etc.
It is the operator's responsibility to know and understand their location and the associated rules and regulations. Citations can be issued for riding on unopened Town, County or State roadways.
